I. This journal aims to publish original papers in the fields of education, technology, and communication. We welcome research on the practical application of education and communication technologies, experiences in integrating technology into teaching, and critical academic papers. We also welcome theoretical and practical research papers, critical and innovative commentary papers, and rewritten master's and doctoral theses.
Second, this journal is currently indexed in the "Taiwan Journal Article Index System" and the "Taiwan Humanities and Social Sciences Citation Index Database", and is actively applying to join the Taiwan Social Sciences Citation Index Database.
III. This journal is published three times a year, once each in April, August and December, and accepts submissions throughout the year.
IV. To expedite manuscript processing, this journal accepts only online submissions. For details regarding submission methods and the upload system, please refer to "VII. Manuscript Upload". Upon submission, authors must confirm the paper's originality (percentage) in the submission login system. After receiving the manuscript, the journal will conduct an originality comparison process; those that pass will proceed to further review.
V. Manuscript Requirements
1. Submissions should be at least 15,000 words in length.
II. Two files must be prepared for submission, as follows.
- Author Information File: The Word file should list all author information in order, including: Chinese name, title, and affiliation; and English name, title, and affiliation. Please designate one author as the corresponding author and provide their contact phone number, email address, and mailing address.
- Manuscript file: The Word file only includes the Chinese and English titles, Chinese and English abstracts, and the main text. This journal uses double-blind peer review; please do not include the author's name or any information that could identify the author in the manuscript.
III. Chinese and English titles and abstracts: Following the Chinese and English titles and abstracts, the Chinese abstract (within 500 words) and keywords (3-5) are listed in order, followed by the English abstract (within 300 words) and keywords (3-5).
IV. Main Text: The main text (including figures, tables, notes, appendices) and references are on the page following the abstract.
5. If there are charts or graphs, they must be numbered and titled, and conform to APA format specifications. All names, proper nouns, and foreign loanwords should be annotated with parentheses. Paragraph numbering in the text is considered as follows:

VI. All citations and bibliographical information shall be formatted in APA format.
VII. Submitted papers must be co-authored works, with co-authors making substantial contributions. The papers must be free of plagiarism, and the data must be accurate and from reliable sources. The papers must be original academic research papers, and the corresponding author must complete a declaration when submitting the manuscript.
8. Submitted papers must disclose the use of Generative AI (GAI) tools, and the corresponding author must pledge to comply with the relevant regulations of this journal's GAI usage guidelines.
9. If the thesis is adapted from a research project, the original research participants and the award/funding unit should be indicated at the end of the paper; if the thesis is adapted from a degree thesis, the author, year, title, university, department and degree should be indicated at the end of the paper.
10. If authors discover any errors in their submitted papers, they should immediately notify the journal's editor-in-chief and rotating editor-in-chief before the paper is officially published.
6. Review Procedure
1. All submissions must undergo initial review by the editorial department of this journal. Submissions that do not meet the format and formal requirements of this journal will be revised by the author before further review.
II. Under normal circumstances, this journal will complete the first round of external review within three months after the manuscript passes the initial review if it is prepared in the correct format.
III. All articles published in this journal must undergo a series of processes: initial review by this journal, anonymous external review by at least two professional reviewers, and final review by the editorial board. Only those that pass the final review will be published.
IV. The review method for anonymous external peer review is shown in the table below, and the editor-in-chief or editorial committee shall make the decision based on the quality of the paper and the reviewers' comments.

8. Copyright, retraction, rejection, revision, addition of authors and publication issue
I. Once a manuscript is submitted for review, it cannot be withdrawn. A withdrawal request due to special reasons will be submitted to the editorial board for a decision; authors who withdraw their manuscripts without special reasons will be barred from submitting manuscripts for two years.
2. For papers accepted for publication, the authors must sign a copyright assignment agreement and submit it to the journal. The copyright of the paper will belong to the Taiwan Educational Communication and Technology Association.
Third, submitted papers must not contain multiple submissions of the same manuscript, infringe upon the copyright of others, or violate academic ethics. If any violation occurs, the author shall bear all responsibility, and this journal will not accept any submissions from that author for three years, and may seek compensation depending on the severity of the offense.
IV. Authors should reply with the revised manuscript and explanation of the revision within one month of receiving the revision notice. Failure to do so will be considered as rejection of the manuscript. If there are any special circumstances, please contact the journal first.
5. If you wish to add authors or change the author order after submitting your manuscript, you must submit an application to the editorial team. The application must be submitted no later than the completion of the external review. Only after the journal's review and approval can you add, delete, or change the author order.
VI. For any article accepted for publication, the editorial board of this journal may revise or edit the content as needed and determine the number of issues to be published.
IX. Printing
I. Authors are responsible for proofreading the completed paper; this journal is only responsible for proofreading the format.
II. Starting with issue 118, this journal will be published electronically, and authors will not receive a separate print copy or payment for their contributions.

II. In order to promote the sustainable operation of this journal and maintain its academic quality,Articles submitted to this journal and approved for publication starting from February 2026 will be subject to a publication fee.
III. The publication fee for each accepted paper is RMB 1,000.
